The OSLC Council are elected, by the church membership, to lead in the conduct of church’s affairs. The Council meets monthly to consider and act on OSLC business. All meetings are scheduled in advance (see the Church Calendar) and attendance is open to all OSLC members. Council members include:
Congregational President
The Congregational President is to:
- Preside at Voters’ Meetings, Council Meetings, and special meetings, as needed.
- Coordinate and monitor church groups and organizations.
- In the absence of another elected representative, represent OSLC in District and Synod matters.
- Sign legal church documents along with the Vice President, Treasurer and Secretary.
- Have access to the fire safe/file cabinet and Authorized to sign checks in the absence of the Treasurer.
- Appoint an annual Audit Committee
- Represent the Council in overseeing the work of the Office Manager. Resolve office problems, as needed.
Congregational Vice President
The Congregational Vice-President is to:
- Assume duties of the Congregational President in his absence or at his request.
- Assume other duties as the congregation may direct.
- Attend church meetings as they arise.
Congregational Secretary
The Congregational Secretary is to:
- Take and maintain minutes at all Council and Congregational meetings.
- Have access to the fire safe/file cabinet and authorized to sign checks along with the President and Treasurer.
- Sign legal documents at the direction of the Voters.
- Assume other appropriate duties as the congregation may direct.
Congregational Treasurer
The Congregational Treasurer is to:
- Accurately recording congregational receipts and disbursements of budgeted and actual expenditures according to proper accounting procedures.
- Suggest improved methods and systems for keeping financial records.
- Present written reports at Council Meetings and other special meetings.
- Submit permanent financial records for annual audit.
- Attend all Council and Voters meetings.
- Must be bonded in such amount as the church council may determine, cost being paid by the congregation.
Financial Secretary
The Financial Secretary is to:
- Keep an accurate record of all church offerings and present appropriate reports to Council, Voters’, and other special meetings.
- Establish and oversee appropriate money counting procedures to ensure prompt counting and deposit.
- Have access to the office fire safe/file cabinet.
- Order and distribute offering envelopes to OSLC members and friends and maintain a list of envelope sets that are issued.
- Maintain a confidential record of members giving and furnish periodic reports to each member as to their offerings.
